Managing the Defence Finance

 
 

A Defence Finance Management Course for the officers posted in Army headquarters was organised in the Training Division, CGDA, Brar Square, Delhi Cantonment. Twentyeight officers from the rank of Major to Brigadier attended. The course was inaugurated by Maj Gen Mohinder Singh, Deputy MGO. The course included subjects like government financial administration, procurement of ordnance stores, budgetary control and financial sanctions, MIS for budgetary control, foreign procurement, transactions of government business, organisation and role of MOD & MOD (Fin), CAG, audit of defence establishment and financial advice system in government.

The course was highly interactive and participative in nature and was aimed at exposing the Army officers to the working level knowledge of financial planning and budgeting. This was necessitated in view of delegation of powers to the executive under the integrated financial advice system. The course broadly achieved its objectives as a number of doubts were clarified and the officers learnt many new things. The course feedback was highly encouraging and positive and the participating officers spoke highly about the content, delivery and organisation of the course.

While delivering the valedictory address, Mr G C Bhandari, Additional CGDA(AT) assured the participating officers that the issues and concerns raised by them and the problems they faced in the field would be examined and necessary action would be taken to address them. Maj Gen V K Chopra, ADG(FP) who delivered a lecture on "Overview of Army Budget and Role of FP Directorate" was also present as a special invitee during the valedictory session. Maj Gen Chopra expressed his appreciation for the quality of course content and the manner in which the cadre was planned and conducted.

The same course was also organised by RTC, Lucknow where it was attended by twentyfive Army officers of the ranks of Brigadiers and Colonels of the Central Command of the Army. The faculty for the course was drawn from the senior and reputed officers of the Defence Accounts Department. The course was inaugurated by the CGDA, Mr. M Kumaraswami and the valediction ceremony was presided over by Lt Gen R M Chadha, Chief of Staff, Central Command
